Reduction Programmes
Risk reduction programmes for chemical
safety in workplaces are generally conducted as a sub-set of the overall
occupational safety and health programmes. With respect to the sound
management of chemicals, workplace risk reduction programmes offer wide-ranging
opportunities for intervention at source, thereby extending the benefits
beyond health and safety considerations within the enterprise to those
of the environment and the public. More

- Introductory
Report Decent Work – Safe Work (September 2005)
This ILO report provides an overview of the most recent estimates
of occupational and work – related accidents and diseases,
world - wide, some of the causes for recent changes and what the
ILO and its member States are doing to improve conditions in the
workplace for the millions who are at risk from injury.
Pay special
attention to the needs of workers in the Small and Medium Enterprises
(SMEs), the informal sector, migrant workers, self employed, waged
workers and vulnerable groups, including children, young persons,
women and elderly in addressing risk reduction programs for chemical
safety in the workplace.

Work and Safe Culture
ILO Report for World Day for Safety and Health at Work 2004
As our world develops, with new technologies and new patterns
of work, the challenge changes. To meet this challenge, the ILO
believes that, in addition to the many instruments and activities
it has developed over the years, a strong “safety culture”
– built up by governments, employers and workers together
– is crucial. According to the Conclusions of the International
Labour Conference in June 2003, a national preventative safety
and health culture is one in which the right to a safe and healthy
working environment is respected at all levels. It is one where
governments, employers and workers actively participate in securing
a safe and healthy working environment through a system of defined
rights, responsibilities and duties, and where the principle of
prevention is accorded the highest priority. Building and maintaining
a preventative safety and health culture requires making use of
all available means to increase general awareness, knowledge and
understanding of the concepts of hazards and risks and how they
may be prevented or controlled.

Preventing health risks from the use of pesticides in agriculture
The WHO document is published with the intent to promote health
and safety of workers engaged in agriculture. It is targeted for
use by workers all over the world, especially for those countries
still under development where agriculture is the main source of
sustenance and technology. The document is also meant to serve
as a tool to help health professionals and pest managers in promoting
safe working procedures. It gives a short introduction on pesticides
and labelling/classification systems, a description of how exposure
may take place and information on related health problems. It
also provides practical advice on proper working procedures for
mixing/loading, application, transportation, storage and disposal
of the pesticides.

- Inter-Organization
programme for the sound Management of Chemicals (IOMC) Inventory
of Activities (database)
The IOMC Inventory provides the title of each activity, the name
of the IOMC Participating Organization (UNEP, ILO, FAO, WHO, UNIDO,
UNITAR, OECD) responsible for implementation, any partners involved,
programme area, outputs of the work, duration of activity, resources
allocated, geographical coverage and the relevant contact point.
The database can be search by type of activity area (e.g. capacity
building, training, pesticides).

and tribal population in order to prevent the use of specially dangerous

Fundamental

This practical guide to the development of effective occupational health and
safety policies and programmes focuses on the key topics essential to promoting
health and safety in the workplace. It presents a concise overview of the
issues involved, together with specific guidelines for policy design and implementation
at both national and enterprise levels. The operational aspects of meeting
health and safety requirements are also covered, with detailed sections on
legislation and enforcement, occupational health surveillance, and preventive
and protective measures, as well as health education and training. There is
an explanation of the main concepts in occupational health and demonstrates
how relevant ILO Conventions and Recommendations define workers' rights and
allocate duties and responsibilities to competent authorities, employers and
workers. Examples are given of good practice in the surveillance of workers'
health and of the working environment, occupational health services, and reduction

Safety Training Modules
The Training Modules on Chemical Safety have been compiled in order to introduce
safe use of chemicals at places of work, to present classification systems
for the labelling and transport of dangerous goods, to allow the reading and
use of chemical safety cards, to give a basic overview of toxicology and to
disseminate information on selected, widely used, hazardous substances. It
contains material usable in handouts, demonstrations and exercises, as well
as slides, colour transparencies and diskettes containing text files and databases.

Occupational safety and health is an interdisciplinary field, which uses specialist
terms and expressions from subject areas as diverse as engineering, medicine,
